Government Digital Services
One of our core strengths is the delivery of transactional systems that help support the day-to-day running of public-facing Government services. SCISYS has delivered digital services for multiple Government Departments and Agencies. We are proud to have helped organisations innovatively adapt to modern technologies. For instance, we delivered the first UK Government first e-commerce application – an on-line Fishing Rod Licence application system.
The UK Government’s Digital Strategy is an ambitious agenda to transform the way that citizens and businesses transact with Government and the Civil Service, making digital, web based services the default. SCISYS has been helping the UK public sector deliver digital services for over 30 years.
Managing UK major electricity consumers
In 2009, the Environment Agency awarded SCISYS the contract to deliver the CRC Energy Efficiency Scheme Registry. The Registry now supports over 2000 participating organisations and facilitates the purchase of over £670m of carbon allowances per year, equating to 56 million tonnes of CO2. The service was designed from the outset to be 100% digital, minimising the regulatory burden on participants of reporting scheme information. To manage uncertainty and rigid deadlines, Agile techniques were employed to focus on user needs and to maximise engagement with end users. The system was tested with users from the Environment Agency, each of the four devolved administrations and representatives from public and private sector participating organisations. The benefit of this approach was demonstrated by an Environment Agency survey in February 2011 that found that over 85%of users had a positive experience in using the Registry.The web-based solution was built to be flexible, making extensive use of open source software and tools. This flexibility enabled the solution to meet its legislative deadline to go-live on 1st April 2010, even though the final legislation was only approved on 17th March.
Coal Authority Mining Reports
Designed from scratch to allow end users to undertake a self-service approach to generating a mining report during the conveyancing process via multiple digital channels. The service produced 250,000 reports in 2012 with 97% being requested and delivered electronically. The average report now takes minutes to produce with no human intervention whereas before it took hours. It uses a blend of Open Source and Out of the Box software with considerable effort put into the design and lessons learned from previous services to make the system easy to use. For example more than 70% of users now digitise their own property boundary on-line resulting in a better outcome for them and a reduced transaction cost for the Coal Authority.Mining Reports is a DECC pilot project and overall has projected savings of £1 million over 5 years.

Open Source, Open standards and Cloud
SCISYS has been an active user and advocate of Open Source and Open Standards for decades, both using and contributing to community projects. We quickly recognised the value that cloud services bring to customers. Our services have been listed on the Government G-Cloud since its inception. We remain at the forefront of the application of Agile having been involved in the DSDM movement since 1996, amongst numerous other techniques and methods.Our involvement in exceptional digital service delivery continues. Some of our current services are mentioned as digital pilots or exemplars within departmental digital strategies; two of which are highlighted above.
